Regional prosecutor’s office gave the third court appeal for the Regional Council. Procurators call illegal the session decision about declaring Kharkiv region as territory without NATO. Two previous suits also were going against the deputies’ decision – about declaring Rusian language as regional and abundant assistants of Vasilin Salygin.
There were only three session in a history of the Kharkiv Regional Council. On these sessions deputies adopted four decisions that procurators disliked. On the first session the number of Vasily Salygin’s assistants and executive apparatus were increased. Regional procurator Vasily Sinchuk protested but the deputies declined his protest on the next, second session. On the same session they voted the regional status of the Rusian language and the out-of-NATO status of Kharkiv region. Prosecutor’s office protested again, this time in a court.
Local court of Kyivsky district considers two appeals to the Regional Council. Third appeal was added today. It took a month for procurators to prepare the document.
On law enforcers opinion, deputies actually decided not to cooperate with NATO and not to enter the alliance as separate region while voting the decision with oblique formulation “About supporting the out-of-block neutrality of Ukrainian status and constitutional arrangements of the sovereignty and independance of Ukraine on the territory of Kharkiv region”. By estimate of procurators, the Law was violated seven times by this.
Prosecutor’s office is convinced that the Constitution suffered most of all after the “anti-NATO decision”. Deputies of the Regional Council went beyond authority, took upon themselves the authority of the Verkhovna Rada and changed the Ukrainian legislation.
Prosecutor’s office still have no claims to other decisions of the deputies of Kharkiv Regional Council. Next session is scheduled for late July.
