Few candidates for Kharkiv Mayor claim that they can’t take part in legitimate air on public television. Administration of the regional television and broadcasting company explains that the company has only one hour from four given by Parliament for the agitation. But this time is occupied already by the candidates for the deputies.
Candidates to the Regional Council have 5 minutes, those who stand for Parliament have 10 minutes. Free agitation runs here every evening. Stylists make up the candidates, another personnel say where to look, and the art director tells the main thing: public television company can’t submit more time than it is prescribed.
Anatoly Baginets, the assistant of Director General of Kharkiv Regional Public Television and Broadcasting Company (KRPTBC): “According to law, we should broadcast candidates for deputies from 19.00 till 23.00. But according to our license we can broadcast only till 20.00. It means that we have period only from 19.00 till 20.00 and this period is occupied already by the candidates foe the People’s Deputies of Ukraine and candidates to the Regional Council”.
Jurist Natalya Zhukova tells that the motto of the most of independent candidates is “Minimal costs and maximal efficiency”. She represents the interests of one of the pretenders for Kharkiv Mayor’s chair. She demonstrates the letter delivered to all the candidates for Mayor’s post. This is the answer of public television and broadcasting company to the City Election Commission: there’s no air available for the Mayor’s candidates. And the advice from election commission to turn to the commercial channels.
Natalya Zhukova, the representative of the candidate for Kharkiv Mayor: “First, we met the refuse. Second, we have no money. We were proposed to search for TV and radio to give our candidate opportunity to talk. But the price of broadcasting time is from UAH 3.000 to UAH 7.000 for one minute”.
City Election Commission sent the appeal to the Central Election Commission already. But even if Kyiv would send an official prescription it is impossible to change the broadcasting schedule of public TV or prices on commercial channels for 12 days before elections.
